If a condition of the contract is only partially satisfied, the buyer has the right to terminate the contract or renegotiate the completion of the condition to his/her satisfaction.  The purchase contract is a legal document which binds all executing parties to the precise terms described in the document.  Failure to comply with the contract requirements places the offending party in breech of contract.
